The SGWASA Finance Committee held discussions on Friday, September 5, 2025, at Butner Town Hall. The meeting, chaired by Town of Butner Councilperson Vicky Daniels, brought together Finance Committee members, SGWASA leadership, and supporting staff to review critical funding, debt, and project finance matters.
The Finance Committee meeting reinforced SGWASA’s ongoing commitment to carefully balancing infrastructure investment with sound financial management. Members reviewed funding scenarios, weighed debt impacts, and considered strategic uses of available resources to advance both sewer and water quality initiatives.

Existing Debt Review
Committee members examined SGWASA’s current debt obligations and the projected impact of the USDA’s $35 million loan for the I-85 Sanitary Sewer Improvement Project. A seven-year debt service projection was presented.
I-85 Sanitary Sewer Improvement Project
A debt scenario overview was shared, which included a potential USDA loan over 40 years to support Construction Package #2.
PFAS Mitigation Project Funding The Finance Committee reviewed preliminary debt scenarios for PFAS treatment construction. A potential $26 million DEQ loan. Combined funding implications of PFAS and I-85 Northern Interceptor debt were also highlighted.
Summary of Costs and Contributions Staff provided an updated breakdown of the overall costs associated with current projects, along with SGWASA’s direct contributions from its operating fund balance.
Fund Balance Utilization The Committee received an overview of SGWASA’s available cash reserves and explored potential uses of the operating fund balance to offset capital project costs.
NCLGC Application Update An update was shared on the North Carolina Local Government Commission’s (NCLGC) application for USDA bond approval related to the I-85 project.
