Guidance on Private Wells and Septic Systems

March 3, 2026. Butner, NC - SGWASA recently received questions on public service and the process to install a private well or septic system. In general, properties within SGWASA’s service area are required to remain connected to public water when a public water line is accessible, and to remain connected to public sewer when public sewer is available to the property.


A private well may be permitted for irrigation or other non-potable uses. A private septic system may be an option only when public sewer is not accessible and when properly permitted.


The presented requirements help protect public health, safeguard groundwater, prevent unsafe cross-connections, and support reliable system operations.


Can I disconnect from SGWASA water service and drill a private well?

No. SGWASA’s Water Rules & Regulations require every house, building, or structure used for human habitation or occupancy within the SGWASA service area to remain connected to the public water system when a public water line is accessible.

Can I disconnect from SGWASA sewer service and install a private septic system?


Not unless public sewer is not accessible. When public sewer is available to the property, SGWASA rules require the property to remain connected. If sewer is not accessible, the customer may install a permitted septic system, but must still remain connected to SGWASA water if a water line is accessible. 

Why are these rules in place?

Mandatory connection requirements ensure protection of public health, safeguard groundwater, prevent unsafe cross-connections, and ensure the proper functioning of public water and sewer systems. 

Can I have a well on my property for irrigation?

Yes. A private well may be allowed for irrigation or other non-potable uses, but it cannot be connected in any way to SGWASA’s public water system. 

How do I know if SGWASA water or sewer is “accessible” to my property?

Customers uncertain about accessibility can request an official determination by contacting SGWASA Engineering at (919) 575-3367.
