SGWASA Enters Stage 1 of Voluntary Water Restrictions

July 10, 2026. Butner, NC - Operational data indicates that water levels at Lake Holt, the South Granville Water & Sewer Authority's primary water supply, continue to decline due to ongoing drought conditions.
In response, Stage 1 Voluntary Water Restrictions have been implemented for SGWASA customers. Staff will continue to closely monitor Lake Holt water levels, regional weather conditions, and the overall water supply, to ensure sufficient water remains available to meet customer needs.
Staff routinely track Lake Holt’s water supply using digital monitoring equipment at the intake structure, along with system demand trends and local and regional weather forecasts. This ongoing, real-time monitoring enables staff to evaluate conditions continuously and ensures that the water supply remains stable and sufficient to meet customer needs.
Water Shortage Response Plan
SGWASA's Water Shortage Response Plan establishes objective trigger levels based on Lake Holt storage and intake conditions and outlines a staged response framework designed to protect public health, maintain system reliability, and provide clear guidance for conservation measures.
Water Shortage Response Stages
Stage | Usable Storage | Response | Description |
1 | Less than 60% | Voluntary Reductions | Water users are encouraged to reduce their water use and improve water use efficiency; however, no penalties apply for noncompliance. Water supply conditions indicate a potential for shortage. |
2 | Less than 50% | Mandatory Reductions 1 | Water users must abide required water use reduction and efficiency measures; penalties apply for noncompliance. Water supply conditions are significantly lower than the seasonal norm and water shortage conditions are expected to persist. |
3 | Less than 40% | Mandatory Reductions 2 | Water users must abide required water use reduction and efficiency measures; penalties apply for noncompliance. Water supply conditions are significantly lower than the seasonal norm and water shortage conditions are expected to persist. |
4 | Less than 30% | Emergency Reductions | Water supply conditions are substantially diminished and pose an imminent threat to human health or environmental integrity. |
5 | 0% | Water Rationing | Water supply conditions are substantially diminished and remaining supplies must be allocated to preserve human health and environmental integrity. |
Customers are encouraged to conserve water during dry periods by fixing leaks, running full loads in dishwashers and washing machines, and using outdoor irrigation responsibly.
If conditions change, our team will notify customers through multiple channels, including its website, billing communications, posted notices, local media, and direct alerts for emergency stages.
