SGWASA Advances PFAS Treatment Project and Receives AFFF Settlement Funding

Butner, NC - South Granville Water and Sewer Authority continues to advance its long-term response to per- and polyfluoroalkyl substances, commonly known as PFAS, through treatment design, pilot testing, permitting coordination, and strategic funding efforts.
Design of SGWASA’s planned Advanced Water Treatment facility reached 60% completion in June, with the 90% design package scheduled for September 2026 and final design anticipated in December. A distribution system corrosion control study has also been completed, with the final report expected by September 1st. SGWASA and its engineering consultant, CDM Smith, continue coordinating with the Town of Butner on project permitting and are preparing the required water treatment discharge permit renewal application.
The next phase of expanded PFAS pilot testing is also moving forward. A large AquaPRS pilot treatment unit was delivered to SGWASA’s water treatment plant on July 31st, with startup and commissioning scheduled to begin this month. The unit is expected to operate for approximately 90 days, followed by data analysis and a final report anticipated in April 2027. The results will help SGWASA evaluate treatment performance and inform future project decisions.
In July 2026, SGWASA received $260,472.08 through the Aqueous Film-Forming Foam PFAS Multi-District Litigation settlement. The payment provides a helpful, but limited, offset to the significant costs associated with PFAS treatment and the planned Advanced Water Treatment project.
The current construction cost estimate at the 60% design stage is approximately $30.3 million. SGWASA’s total funding strategy includes previously awarded state grants and loans, additional state funding, US Department of Agriculture financing assistance, and other available resources. These coordinated funding efforts are intended to reduce the amount of long-term debt required while keeping the project positioned to meet the federal PFAS compliance schedule.
SGWASA will continue providing updates as design, pilot testing, permitting, and financial planning progress.
