PFAS Intent to Fund Notice

Butner, NC - The South Granville Water and Sewer Authority continues to take a proactive approach to protecting long-term drinking water quality for southern Granville County. As federal PFAS requirements continue to move toward the full implementation deadline of April 2029. SGWASA is advancing testing, engineering design, funding coordination, and treatment planning to remain prepared for future regulatory compliance.


PFAS are a group of manufactured chemicals that have been used in certain consumer and industrial products, including some nonstick cookware, water-resistant materials, and personal care products. Over time, these compounds can enter raw water sources through environmental runoff, wastewater discharges, and other pathways.


The United States Environmental Protection Agency finalized updated drinking water standards for six PFAS compounds on April 10, 2024. With research years in motion to address the emerging environmental concern, SGWASA is set to complete initial PFAS monitoring by 2027 and implement corrective actions by April 2029. SGWASA’s PFAS mitigation work is progressing in stages.




In March 2026, SGWASA received notice that the North Carolina State Water Infrastructure Authority approved $10,658,880 in additional funding assistance for SGWASA’s drinking water projects.


The SGWASA Board approved a $3,209,800 engineering design task order with CDM Smith, funded from program grants; and is seeking $26 million in State Revolving Fund (SRF) assistance for PFAS removal design and construction.


The award is expected to include a combination of loan and grant funding administered through the North Carolina Department of Environmental Quality’s Division of Water Infrastructure.


The next major step in the funding process is receipt of the formal Letter of Intent to Fund from NCDEQ. That letter will confirm the final loan-and-grant structure for the recently approved funding award. SGWASA has been advised of a current processing delay, through coordination with CDM Smith, that NCDEQ is currently behind in processing Letters of Intent to Fund and now expects to issue SGWASA’s letter within the coming weeks.


The Authority is seeking additional State Revolving Fund assistance for PFAS removal design and construction as part of the broader effort to assemble the resources needed for future treatment improvements.


SGWASA’s PFAS mitigation program remains active and forward-moving.


Engineering design is underway, Phase 2 pilot testing is progressing, and SGWASA continues to coordinate with state funding partners to support timely implementation as the program advances toward the federal April 2029 compliance timeline.
