WTP - Filter Media Replacement Project Bid Opening Update

In July 2025, at the conclusion of the Water Treatment Plant Filter Media design, Hazen and Sawyer provided a probable cost of construction and released the work for public bidding. The probable cost of construction was $660,000.00, not including any structural repair costs needed for the filter basins. 


At the bid opening on July 23, 2025, SGWASA received one (1) bid. As such, the project had to be rebid for an additional 7 days. On August 5, 2025, one (1) bid was received by State Utility Contractors. State Utility Contractors is licensed in NC to perform the work, and they have successfully completed projects of a similar scope throughout the state. State Utility Contractors has also performed work for SGWASA, including non-emergency work and emergency work. 


In summary, State Utility Contractors, was the lowest responsive, responsible bidder with a total bid amount of $897,753.00, which includes a base bid of $797,753.00 and a $100,000.00 General Allowance. The Base Bid includes removal and replacement of the filter media material, permitting, bacteriological samples and nozzle replacement. The General Allowance was placed in the bid to provide for concrete and structural repairs to the filter basins, if needed. 


Update: July 25, 2025


On July 7, 2025, the South Granville Water and Sewer Authority publicly advertised for sealed bids for the Water Treatment Plant Filter Media Replacement Project. The initial bid opening was held on July 23, 2025.


SGWASA listed the bid opportunity on Beacon Bid, a national procurement platform, and simultaneously published the opportunity on the SGWASA website. In addition to public postings, SGWASA conducted direct outreach to regional vendors and contractors, notifying them of the project and bid timeline.


SGWASA and its consulting engineering firm, Hazen and Sawyer, received inquiries from a total of 14 vendors/suppliers and 13 contractors from across the United States. A pre-bid conference was held to clarify project requirements and respond to questions submitted during the bidding period.


Despite the strong interest, only one sealed bid was received by the original deadline of July 23, 2025. In accordance with SGWASA's procurement policy, a minimum of three bids is required in order to formally open and evaluate proposals. As this threshold was not met, the submitted bid was not opened, and the project must be re-advertised.

As only one bid was received by the submission deadline, and per procurement requirements mandating a minimum of three bids, the formal opening was paused. An addendum will soon be released.
