Understanding The Budget

As a public authority, SGWASA is required by North Carolina General Statutes to be financially self-sufficient. SGWASA’s sole source of operating revenue is from water and wastewater services provided.



SGWASA’s core operations include water treatment and distribution, wastewater collection and treatment, customer billing and collections, administrative functions, infrastructure maintenance, and debt servicing. 


Similar to other utilities nationwide, SGWASA faces escalating operational costs due to rising material and supply prices, increased expenses, inflation, and the urgent need to repair and replace aging infrastructure.


Rates for Residential Customers (3/4” meter size) 

The following table shows the approved Base and Volume Rates for Residential ( ¾” meter size). The combined base rate per month increased $1.21 over the previous rates. Combined volume rates for tier 1 increased $1.39 per 1000 gallons and tier 2 increased $1.81 per 1000 gallons.



Service-Related Fees: 

Effective 7/1/24, several service-related fees were added, changed, or increased. These service-related fees include (but are not limited to) fees for establishing service, late payment, and others. Policies and procedures related to some services and fees have also been changed. Please refer to the comprehensive



The minimum late fee will increase from $5.00 to $10.00 effective 07/01/24.
